Northern Neck Electric Cooperative says equipment failure in the Robley substation caused an outage to more than 2,200 members in Richmond and Lancaster counties late Saturday night. Restoration crews were able to isolate the issue and make repairs quickly, restoring power to all affected members by 11:30pm.
