The state Senate on Friday passed Democrats’ resolution to amend the Virginia Constitution, a move that would let legislators draw new congressional district lines.
The senators voted 21-16 on a party-line vote to approve the first step in a three-step process to change the constitution. The House of Delegates passed the measure on Wednesday.
