Virginia’s state watchdog agency released its highly anticipated report on Gov. Glenn Youngkin’s new K-12 school accountability system Tuesday, saying it’s “generally sound” but needs work.

The Joint Legislative Audit and Review Commission found that the system, launched last week, is “more effective and useful than the state’s prior system, but refinements are needed.”

It backed the bulk of the new system and said the general structure should stay the same but offered 11 recommendations, including developing a new terminology for the four performance labels.
