epublicans say Gov. Abigail Spanberger’s promise to seek unity across partisan divides will face a first test after the state Senate sent her a House of Delegates bill that would fund a special election to authorize drawing new congressional district lines.
The bill, House Bill 1384, authorizes spending $5.2 million for an April 21 special election on a proposed amendment to the Constitution of Virginia that would allow the General Assembly to adopt a new congressional map.
