Nearly a century after the first recommendations to fix Virginia’s often haphazard response to cases of child abuse and neglect, the General Assembly on Friday took a first step toward acting on them.
Legislation, Senate Bill 640, giving the state the power to issue a corrective action plan when local social services departments fail to protect children, passed the gatekeepers at the state Senate Rehabilitation and Social Services Committee on a bipartisan 14-1 vote, despite opposition from local departments.
