Gov. Abigail Spanberger has proposed an array of changes to the bills that would create a legal marketplace for cannabis, including cutting the number of retail stores, raising the tax, increasing punishments for offenders and delaying the legislation’s enactment by six months.

Among her many suggestions are longer jail sentences for people who illegally grow and sell marijuana. Violators could serve up to 20 years in prison for selling mass amounts of marijuana.
