FREDERICKSBURG – The Virginia Department of Transportation (VDOT) will hold two design public hearings in October to share information and receive comments on the proposed design for the replacement Robert O. Norris, Jr., Bridge, located on Route 3 over the Rappahannock River between Lancaster and Middlesex counties.
The in-person meetings will be held in an open house format. The public is invited to stop by to review displays and materials, offer comment, and discuss questions with project representatives.

Public hearing materials are available now on the project website.
The public is encouraged to provide input in one of several ways:
- Complete an online survey.
- Provide comments orally or in writing at the public hearing.
- Submit comments by email to fred.comments@vdot.virginia.gov.
- Submit comments by mail to Mr. Beau Hoyt, P.E., Virginia Department of Transportation, 87 Deacon Road, Fredericksburg, VA 22405.
All comments received by Nov. 2, 2026, will be included in the public record for this public involvement process.
