Gov. Abigail Spanberger’s new energy plan, in a sharp break from former Gov. Glenn Youngkin’s, reaffirms the Virginia Clean Economy Act and says affordability and reliability can be met with clean energy sources.

Her plan proposes four basic pathways to deal with the state’s soaring demand for electricity.

One is the VCEA’s targets for adding solar, wind and battery storage to cut net greenhouse gas emissions from power plants to zero, but that also leaves open the possibility that the State Corporation Commission could approve new gas-fired power plants if needed to ensure electricity is available during peak demand.
