More and more these days, local governments are saying thanks but no thanks to the big arrays of solar panels that are key to Virginia’s move to a clean energy future.

It’s a growing concern in a state where there’s a now-4-year-old law that says Dominion Energy must have 16,100 megawatts of solar facilities tied into its grid — enough to power more than 4 million homes — by 2035. Dominion currently has about 1,600 megawatts of solar facilities.
