Carrie Roth, who led the Virginia Employment Commission in its grueling recovery from massive job losses during the COVID-19 pandemic, is stepping down as the first leader of the Virginia Department of Workforce Development and Advancement, known as Virginia Works.
Gov. Glenn Youngkin named her successor on Friday: Nicole Overby, currently deputy secretary of labor for workforce development.
