After a tumultuous week and a second round of snowfall over the weekend, Richmond was back to bustling on Sunday under blue, sunny skies and a high of 40 degrees.

Coming off a six-day water crisis, Richmond officials on Saturday morning declared the city’s water supply safe to drink.
