Astate investigation has found that the hospital that initially treated Irvo Otieno, who later died in the custody of sheriff’s deputies, failed to meet care standards while he was in a mental health crisis.
The investigation of Parham Doctors’ Hospital, where Otieno, 28, was briefly detained, was led by the state Department of Health.
