Tim Kaine, D-Va., praised Vice President Kamala Harris on Monday for bringing new energy to the presidential campaign in Virginia after President Joe Biden withdrew from the race, but he said she will have to earn the party nomination from unpledged delegates who are free to vote for anyone at the Democratic National Convention in Chicago next month.
