FREDERICKSBURG, Va. – The Virginia Department of Transportation (VDOT) will close Route 658 (Monroe Bay Circle) in Westmoreland County on Monday, Oct. 21 for a culvert replacement project.

On Dec. 23, 2022, VDOT crews closed Monroe Bay Circle to traffic near Stoney Knoll after a pipe failed, which caused pavement to collapse.

In March 2023, bridge crews installed a prefabricated bridge over Monroe Creek with a traffic signal to alternate one-way traffic across the structure and reopened the road as a temporary solution.

VDOT accelerated the project to replace the five failed metal pipes underneath the roadway with a concrete double-box culvert.

Starting Monday, Oct. 21, Monroe Bay Circle will close to traffic through Sept. 2025.

All traffic will be detoured to the following routes:

  • Route 1300 (Shore Drive)
  • Route 1308 (Rolando Drive)
  • Route 633 (Holly Vista Drive)
  • Route 628 (Stoney Knoll)

Drivers may experience brief delays along the detour due to additional traffic traveling on subdivision streets. An average of 1,200 vehicles a day travel on Monroe Bay Circle over Monroe Creek.

Signs to guide motorists along the detour will be installed in advance, and will remain covered until the road closes on Oct. 21.

The $2.8 million permanent, long-term project will improve drainage, replace the roadway and restore travel over Monroe Creek.
