An investigative report delivered to the Virginia Legislature on Tuesday afternoon revealed new details about the death of Irvo Otieno, the 28-year-old who was killed in the custody of Henrico County sheriff’s deputies last March.

Otieno was left in a restraint chair for at least 11 hours by deputies at Henrico County Jail West, according to the report, which was made public in August and conducted by the Disability Law Center of Virginia.
