Two drivers involved in the May 2023 crash that killed VCU graduate student Shawn Soares have been issued citations but have not been charged in his death, Richmond Commonwealth’s Attorney Colette McEachin said.
One driver has been cited for speeding and the other has been cited for making an improper turn in connection with the crash, which occurred on the evening of May 5, 2023, in the 300 block of West Main Street.
