The House of Delegates on Monday passed legislation that says, “No locality shall impose restrictions relating to age on the activity commonly known as ‘trick-or-treating’ in a manner that exceeds the loitering or curfew provisions generally established pursuant to this section.”
Essentially, the bill says localities can’t be more restrictive about trick-or-treating than their current curfew for other nights. The vote was 67-30.
