On Thursday at 5 p.m., Live! Casino & Hotel Virginia will open its temporary facility at 301 Wagner Road in Petersburg, assuming it receives final approval. The Virginia Lottery Board issued a conditional license last week and can offer final authorization after it inspects the site.
