The River City Half Marathon returns to Richmond on Saturday. The event is expected to bring numerous road closures and no parking zones.
Runners will take to the city streets for the 13.1-mile race starting at the University of Richmond. Police say the no parking zones will take effect from 4 a.m. to 1 p.m. on Saturday.
