Gov. Glenn Youngkin delivered his final State of the Commonwealth report to a Capitol transformed by a Democratic wave in November with a plea to work closely with a president whom those Democrats blame for increased pressure on state funds and services.
Youngkin said that over the past four years, working with what had been narrow Democratic legislative majorities, Virginia climbed out of a post-pandemic slump.
