Virginia needs to take a more direct and active role when reports of child abuse and neglect emerge, the state official charged with protecting the rights and welfare of children says.
There are critical gaps in the way some local social services departments handle abuse and neglect cases, Eric Reynolds, director of the Office of Children’s Ombudsman, told the General Assembly’s Commission on Youth.
