The Trump administration has sued the state of Virginia, saying the state improperly offers college benefits to people living in the United States without legal permission.
In 2020 and 2021, then-Gov. Ralph Northam signed bills that allow Virginia residents to seek in-state tuition and financial assistance regardless of their immigration status.
