The Virginia Senate voted to bar National Guard troops from operating here without the state’s consent, as has happened with federal immigration enforcement campaigns in Illinois, California and Oregon.
It approved legislation, Senate Bill 337, that also bans the state Adjutant General from allowing communication with federal officials seeking to mobilize the guard unless Congress has authorized military action or for routine training.
