Officials in the Virginia Department of Health on Monday issued a notice of alleged violation to Richmond’s Department of Public Utilities in connection with the April 27 excess fluoride discharge at the city’s water treatment plant.

In the notice, the VDH’s Office of Drinking Water indicated that DPU staff did not have a functional method for measuring high fluoride concentration, casting doubt on city officials’ claim that fluoride levels peaked at 2.67 milligrams per liter during the incident.
