Virginia just took two giant steps toward transforming passenger rail service between Richmond and Washington, D.C.
The board of directors at the Virginia Passenger Rail Authority voted unanimously Wednesday to award contracts to design and build a portion of a new rail crossing of the Potomac River, including a massive flyover in Fairfax County that will route passenger trains to the new two-track bridge.
