Gov. Glenn Youngkin’s appointment to lead Virginia’s largest police force — Lt. Col. Matthew Hanley — was suspended in 1996 after flipping a police cruiser while off-duty into an oncoming car. Hanley told police he had been drinking before he got behind the wheel.
