Bills to set up a legal, regulated retail market for marijuana are now headed for a governor, Glenn Youngkin, who does not like the idea.
After a last-minute disagreement over how much to tax cannabis sales, the House of Delegates and the state Senate agreed to boost the proposed levy from what the House previously approved but to trim the tax from what the Senate wanted.
