The state has put the Richmond City Jail on a two-year plan to improve conditions after four detainees died while in custody.
Last year, a series of deaths in 10 months drew public attention to conditions at the Richmond City Justice Center. After the fourth death in January 2023, the Board of Local and Regional Jails, the state agency that investigates jail deaths, began interviewing jail guards and reviewing jail footage
