ALEXANDRIA — After meeting with management of the Washington Metropolitan Area Transit Authority on Thursday, Gov. Glenn Youngkin said he could support “a meaningful increase” in the annual subsidy that Virginia provides the Metro transit system if it produces a business plan that increases ridership, raises passenger fares and reduces costs, including labor.
