The way Virginia’s child protective services workers respond to cases of abuse and neglect varies too widely and the foster care system too often fails to find homes for kids in need, officials say.
So the state is proposing a sweeping reform.
Gov. Glenn Youngkin launched the reform effort Monday before an audience of advocates and state officials at the Patrick Henry Building.
