FREDERICKSBURG – The Virginia Department of Transportation invites the public to attend a “pardon our dust” meeting to learn more about upcoming construction to replace the Route 695 (Windmill Point Road) bridge over Oyster Creek in Lancaster County.

A brief presentation will be delivered starting at 5 p.m. Staff from the Virginia Department of Transportation (VDOT) and the project contractor, Kokosing Construction Company, Inc., will be available to share information and answer questions.
Construction to replace the bridge is anticipated to begin in July 2026. Crews will first install a temporary, single-lane bridge parallel to the existing bridge. Traffic will cross the temporary bridge during construction. A temporary traffic signal will control one-way, alternating traffic on the temporary bridge. The temporary bridge will be load-restricted to 45 tons for vehicle traffic during construction.
The existing bridge was built in 1930. It provides the only roadway access to Fleets Island. It is posted with a vehicle weight limit of 25 tons for vehicles with 4-5 axles, 26 tons for emergency vehicles, 27 tons for vehicles with 2-3 axles, 29 tons for vehicles with 6 or more axles, and 40 tons for tractor-trailers with 3 or more axles.
When construction is complete in May 2027, the replacement bridge will have two travel lanes and will be able to carry vehicles of all legal weights.
An average of 500 vehicles a day cross Oyster Creek on Windmill Point Road.
The $10.3 million project is being funded through Virginia’s State of Good Repair program.
