LANCASTER COUNTY, Va. — Following a lengthy investigation into the July 13, 2025, three-vehicle crash on the Robert O. Norris Bridge in Lancaster County, Virginia State Police have arrested Jesse David Foster, 30, of Lancaster, Va.

The crash tragically claimed the lives of Crystal Michelle Lyles, 42, of White Stone, Va., and Ernesto Santiago, 53, of Hampton, Va.

On the evening of Sept. 19, Foster was taken into custody and committed to the Lancaster County Correctional Center without bond. He is being held on the following charges:

  • Felony – Aggravated DUI Manslaughter (Lyles)
  • Felony – Aggravated DUI Manslaughter (Santiago)
  • Felony – Reckless Driving Resulting in Death While License Suspended
  • Misdemeanor – DUI, 2nd Offense within 5 Years

Foster’s first court appearance is scheduled for September 26, 2025, at 9:00 a.m. in Lancaster County Circuit Court.

The investigation remains ongoing.
