The Virginia Senate and House of Delegates do not agree on much, but they are on the same page about the next two-year state budget: Money will be scarce to pay for new tax cuts or spending.

The fiscal caution cuts across party lines, as a newly elected General Assembly prepares for the budget that Gov. Glenn Youngkin will propose on Dec. 20 and the legislature will make its own during a 60-day session that will begin on Jan. 10.
