House of Delegates gatekeepers on Thursday voted to give the green light to measures that speed the development of solar farms and affordable housing, despite a lot of talk from localities that “one-size-fits-all” legislation is a bad idea.
But the resistance from local governments to bills telling them what to do in their zoning and permitting decisions faded with a tweak that Del. Rae Cousins, D-Richmond, made to her House Bill 867 that aims at boosting housing for older Virginians who’ve been squeezed between fixed incomes and rising prices.
