Richmond Mayor Levar Stoney has made key campaign hires and plans to announce a run for governor by the end of the year, Politico reported on Thursday.
If Stoney decides to run, he could face competition from U.S. Rep. Abigail Spanberger, D-7th, who has not yet publicly declared her plans.
