The Warsaw Town Council gave the green light for Phase I approval of the Broadus Creek & Rhodes Place Subdivision at their February Council Meeting on February 13th, 2025. The proposed residential development will be the largest in the Town’s history, and one of the largest in the history of the Northern Neck Region and surrounding areas. The developer, Packett Properties Warsaw, LLC, introduced the subdivision with the following total units: 168 Apartments, 85 Single-Family Dwellings, 68 Age-Targeted Villas. The subdivision will include amenities such as a community pool, clubhouse with gym, walking trails, and green space. It also adjoins the Bounds, an existing Town Park with walking trails and green space, and incorporates elements from the Enchanted Forest trail system.

This development will continue the Town’s recent growth, with an estimated population increase of nearly 65% within the last decade to a total of 2,330 residents today. Warsaw Town Manager, Joseph Quesenberry, stated that this can be attributed to a few key elements. “I believe the Town’s investments in our community, our local businesses, and our residents has played a key role in this growth. From new parks, new sidewalks, new businesses, and an overwhelming sense of positive energy, it’s all coalesced to form a great place to live, work, and play,” he said.

Warsaw Mayor, Randall L. Phelps, said that he’s optimistic about the Town’s future. “We’ve done and will continue to do our due diligence with numerous meetings, studies, and plan sets provided by the developer to ensure this project fits into our community. The lack of housing is a national issue, and I’m pleased that Warsaw is doing our part to alleviate this on a local level. We look forward to working with Mr. Packett as we continue this journey and appreciate his continued investment and dedication to our community” he said.

Phase II will produce a detailed plan set and will include final approvals from the Town, VDOT, DEQ, Richmond County, and all other required agencies. Once complete, the project may begin construction within 2025 – 2026.
