he Virginia Supreme Court is giving voters the first say on whether to amend the Virginia Constitution to allow the General Assembly to redraw the state’s congressional districts this year, before the court decides whether the proposed constitutional amendment is legal.
The court issued a four-page order on Friday allowing a special election to proceed on April 21.
