Gov. Glenn Youngkin is accepting the General Assembly’s approach to $1.1 billion in tax relief in the revised state budget, mostly through one-time rebates, even though it does not include his proposals to use state income tax credits to offset the cost of some Virginians’ local car tax payments or eliminate the state tax on tips.

Youngkin is also accepting the assembly’s provision of one-time bonuses to public employees — 1.5% of pay for state and state-supported local employees, and $1,000 for teachers and other school staff.
