Gov. Glenn Youngkin says he has a deal for a multibillion-dollar pharmaceutical factory in Virginia, but he doesn’t have a final site for the project.

With an Aug. 1 deadline looming for President Donald Trump’s threat to impose steep tariffs on imported pharmaceutical products, Youngkin appeared in Washington, D.C., on Monday afternoon with executives for British-based AstraZeneca to announce a multibillion-dollar investment in an advanced manufacturing facility somewhere in Virginia.
