A showdown is brewing between Gov. Glenn Youngkin and Democrats in the General Assembly over control of the state agency that designs and manages state construction projects, as well as other general services of state government.

Secretary of Administration Lyn McDermid told a Senate committee that the governor opposes legislation that would create a board — mostly appointed by the assembly — to manage the Department of General Services and hire its chief administrator.
