A bill proposing Virginia’s first permit for buying guns was gutted to remove that requirement, and another authorizing online casinos stumbled but eventually passed in the state Senate on Monday.

With just one more day before crossover, the deadline for House of Delegates legislation to go to the state Senate and all Senate bills to the House, the thrice-delayed gun purchase license agreement finally got an airing, but its sponsor, Senate Majority Leader Scott Surovell, D-Fairfax, amended it on the Senate floor to remove the permit requirement.
