The Virginia House of Delegates on Monday overwhelmingly voted down a bill that would have prohibited the use of public funds for abortions.
With Democratic control of the chamber, the bill would ordinarily have been defeated in a committee, but Democrats sent to the full chamber to force Republicans to cast recorded votes.
