More than 20 Virginia localities will ask voters this fall to approve an additional 1% sales tax to help pay for school construction and major renovations, as many local governments across the state struggle to keep up with aging buildings and growing maintenance needs. The referendums are possible because of a change in state law that took effect July 1.
