Thomas J. Bliley Jr., Richmond mayor during the city’s wrenching transition in the 1970s from white to Black political control and, later, a congressman whose landmark legislation freed banks to offer financial services barred by Depression-era restrictions, died at his home in suburban Henrico County on Thursday after a brief illness. He was 91.
