The Town of Warsaw is pleased to announce that it has been awarded a $632,500 grant from the Virginia Department of Housing and Community Development’s Block Grant Program for a scattered site housing rehabilitation project. Governor Glenn Youngkin announced the full list of selected localities that included both the Town of Warsaw and Richmond County.

Town Manager, Joseph Quesenberry, stated that this project has been in the works for years. “After a highly successful downtown revitalization project, we decided to pivot our vision to a housing rehabilitation program, helping those that need it the most. This grant will allow the Town to target previously identified homes that qualify for rehabilitation assistance. Two homes have been slated for demolition and a full rebuild, and others will receive assistance in various forms,” he said.

The Town partnered with the Northern Neck Planning District Commission and Bay Aging on the project application and utilized community spark plugs to help spread the word about the program. Warsaw’s grant award is the second largest of the open submission projects that were selected.

Warsaw Mayor, Randall Phelps, commented that “…it takes teamwork to accomplish all that we have, and I want to give my sincerest thanks to the Governor’s Office, the Department of Housing and Community Development, the Northern Neck Planning District Commission, Bay Aging, the Town Council, our Town residents that assisted us, and our Town staff. This award pushes us to over $7,000,000 in total grant funds awarded to the Town of Warsaw in 7 years. Not many localities our size can say that, and I think it’s a testament to our vision and tenacity,” he said.

The Town will work with the NNPDC and Bay Aging in the coming months to begin the project. In tandem with this, the Town will be working on various sidewalk upgrades as an in-kind match.
