A Democratic-controlled Virginia House panel on Wednesday advanced three proposed constitutional amendments, including a new version of an abortion amendment that would give every person “the fundamental right to reproductive freedom” and reduce the number of doctors required to sign off on a third-trimester abortion from three to one.
