After a months-long quest to obtain more documents and piece together more clarity on criteria for the restoration of rights, a judge ruled Tuesday against Virginia’s state chapter of the NAACP.

Ultimately, Richmond Circuit Court Judge William R. Marchant sided with Gov. Glenn Youngkin’s administration, finding that a database to which the NAACP sought access is exempt under the Freedom of Information Act.
