Citing a litany of problems that sometimes led to unsafe conditions, the auditing body of the state General Assembly is recommending sweeping reforms to Virginia psychiatric hospitals, including shutting down the state’s lone psychiatric hospital for children.

The review was conducted by the staff of the Joint Legislative Audit and Review Commission, known as JLARC, and was presented on Monday to a bipartisan group of elected officials from the General Assembly.
