Administrators at Virginia Commonwealth University have proposed raising tuition by up to nearly 5% next school year to help pay for increased costs and new initiatives.

VCU is facing $27 million in new expenditures, including a controversial military waiver program and state-mandated raises for employees. It also wants to spend $6 million on new initiatives, such as more internships for students and better stipends for graduate students.
