Virginia Senate leaders on Tuesday beat a fast retreat on a proposed compromise on eligibility for a fast-growing state program that waives tuition for military survivors and their dependents.
They also refused to repeal changes made to the program in the budget that the General Assembly approved and Gov. Glenn Youngkin signed last month.
